Request for Bids

Notice is hereby given that specifications and proposal forms are available from 9:00 a.m. to 4:00 p.m.. weekdays, at the office of Char-West COG, One Veterans Way, Suite 202, Carnegie, PA  15106, (412) 279-3333.  A non-refundable fee of $50  will be charged for each set of specifications with check made payable to NIRA Engineers.  Documents may be received by mail for an additional non-refundable fee of $10.00 per set, make $10.00 check made payable to Char-West COG.  Mail both checks to the COG office.

 

PROJECT:

 

CDBG-R 34- 3.17.3 (Consent Order Sewer Repairs - McKees Rocks Borough) – This project includes, but is not limited to the following repair and rehabilitation work; cured in-lace pipe lining of 2,553 length feet of combined sanitary sewers ranging in size from 12-24 inch diameter and reinstatement or cutback of sixty-six (66) laterals.

 

All bidders will be obligated to attend a mandatory pre-bid conference to be held on Friday, March 12, 2010 at 11:00 a.m. at the Char-West COG, One Veterans Way, Suite 202, Carnegie, PA  15106.  Bidders not in attendance shall not be permitted to submit a bid.  No bid documents will be distributed after 10:00 a.m. on Friday, March 12, 2010.

 

Sealed bids will be received at the Char-West COG office at One Veterans Way, Suite 202, Carnegie, PA  15106 until 11:00 a.m. prevailing time on Tuesday, March 30, 2010.  Bids will be opened immediately and read aloud in the second floor caucus room of the Carnegie Borough Building, One Veterans Way, Carnegie, PA  15106.  Any questions may be directed to Michele Lutz, at the COG, (412) 279-3333.

 

A Labor and Materials Payment Bond, Performance Bond and Maintenance Bond in the amount of 100% of the bid amount will be required.  Certificates of Insurance in the amounts specified, as well as Certificate of Worker’s Compensation; Explosion, Underground Damage and Collapse Insurance Certificate must be filed with the executed Agreement.  The Char-West COG reserves the right to reject any and all bids in whole or in part and to waive any informalities.

 

Bids must be accompanied by a Bid Bond or a certified check made payable, without condition, to the Char-West COG in an amount no less than 10% of the bid or a bid bond in the same amount.

 

“Compliance is required with the American Recovery and Reinvestment Act of 2009 (ARRA) and the regulation to the Buy American Act which requires all products to be American made.  Any recipients of funds must have a Data Universal Numbering System (DUNS) number and a Central Contractor Registration (CCR).  Strict adherence will be required in submitting detailed status reports.  Compliance is also required with the Davis Bacon Act and other Federal Labor Standards Provisions: Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 3 of the Housing and Urban Development Act of 1968; Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise.”  Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must, to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the “Section 3 Clause” as set forth in 24 CFR, Part 135.38.  Moreover, compliance is required by the prime contractor and all subcontractors with the document entitled Federal General Conditions that is included with the bid materials furnished, these Federal General Conditions to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s).
